Stefanski has expressed satisfaction with Penix’s progress, yet Penix has not reached the point where the team feels comfortable inserting him back into game action. With Tagovailoa earning the Week 1 role, Stefanski announced that Penix will be inactive, and Cooper Rush will serve as the backup. Penix has been cleared for full football activities as of late August and will resume 11-on-11 work.
“Of course, Mike is just getting back to 11-on-11 and we wanted to give him a fair opportunity in these practices, but we feel strongly about our decision based on all available information,” Stefanski explained.
For Penix, the objective remains full football readiness rather than a rushed return after the QB competition. His absence is notable given the high level he had demonstrated prior to the injury.
The former Washington standout started nine games in the 2025 season, completing 166 of 276 passes for 1,982 yards, nine touchdowns, and only three interceptions. His passer rating in that span reflected his potential as a legitimate option in the Falcons’ offense.
His efficiency was highlighted by his early career performance as well. Penix posted 2,719 passing yards in his first 12 career starts, the most among quarterbacks drafted in the previous two years at that time. Analysts weighed in on the decision, emphasizing that the emphasis on not rushing Penix played a significant role in naming Tagovailoa the Week 1 starter. Penix had only two weeks of full 11-on-11 practice, and while Tagovailoa’s early-season play showed some rocky moments, he improved in the following weeks and earned the Week 1 role.
The injury shifted the dynamics entering Stefanski’s first season in Atlanta. Penix did not participate in preseason action, while Tagovailoa received valuable repetitions during evaluation. The decision was based on a comprehensive assessment of the quarterbacks’ work dating back to spring.
Tagovailoa now has the opportunity to establish himself as Atlanta’s starter, bringing with him a substantial resume: 76 career regular-season starts, a 44-32 record, 18,166 passing yards, 120 touchdowns, and 59 interceptions.
Stefanski has not provided a timetable for when Penix could become active or clarified the quarterback hierarchy once he is ready.
The situation leaves Penix with much to prove upon his return. He is aware that his recovery is not complete, and the Falcons’ quarterback storyline is unlikely to be resolved in time for Week 1.
